What was BPA Bank?

Banca Privada d’Andorra (BPA) was a private bank founded in 1962 in Andorra. It became one of the country’s leading financial institutions by offering private banking, wealth management, and international financial services. Before 2015, BPA managed billions of euros in assets and served clients from Europe, Latin America, and other regions.

As Andorra’s banking industry grew, BPA earned a strong reputation. However, that success would later be overshadowed by one of the country’s biggest financial controversies.

When was BPA Bank founded?

BPA was established in 1962 and expanded steadily over the following decades. The bank opened branches in Andorra and abroad, including Spain, Switzerland, Luxembourg, Panama, and Uruguay. By 2015, it was the fourth-largest bank in Andorra, with approximately €1.79 billion in assets.

This growth positioned BPA as a key player in Andorra’s financial sector. But its international presence also placed it under increasing regulatory scrutiny.

What happened to BPA Bank in 2015?

The turning point came on March 6, 2015, when the U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) identified BPA as a financial institution of “primary money laundering concern” under Section 311 of the USA PATRIOT Act. FinCEN alleged that certain high-level managers had allowed transactions linked to criminal organizations from Russia, China, and Venezuela.

The announcement triggered immediate consequences:

  • Andorran authorities took control of BPA.
  • Its management was suspended.
  • Customers rushed to withdraw funds.
  • The bank was eventually split, with healthy assets transferred to Vall Banc while the remaining assets stayed in the original entity.

These events marked the beginning of the BPA banking scandal.

Why did BPA Bank collapse?

BPA’s collapse was driven by a combination of regulatory action and loss of market confidence. Once FinCEN issued its notice, international banking relationships were disrupted, making it difficult for BPA to continue normal operations. The Andorran government intervened soon afterward to protect the country’s financial system.

While the allegations caused the bank’s downfall, the legal and political debates surrounding the case continued for years, keeping the story in the public spotlight.

What happened after the scandal?

The BPA case did not end with the bank’s closure.

In 2016, FinCEN withdrew its notice, explaining that the withdrawal reflected BPA’s dissolution rather than a change in its earlier findings. Meanwhile, legal proceedings continued in Andorra and Spain, and the case remained the subject of political and judicial debate.

The controversy also sparked broader discussions about banking regulation, international cooperation, and due process.
