Planning Your 2027 Printed Marketing Collateral Budget Before Postage Changes Hit

Marketing teams build next year's budget for printed marketing collateral in Q4. Most start with this year's postage and paper prices. The 2027 postal calendar looks different. USPS asked to move its annual price change to January, regulators denied its bid for a larger January increase in August, and the first 2027 postage promotion opens for registration October 15. Each date affects what your mail pieces cost and when to print them.

Price Printed Marketing Collateral Against 2027 Postage Rates

A direct mail budget that uses 2026 postage will run short in 2027. USPS adjusts market dominant prices, including Marketing Mail, at least once a year, and in July 2026 it asked to move that change to January. Industry trackers projected about 4.5%.

On August 21, the Postal Regulatory Commission denied the waiver behind that figure. A smaller January increase is still possible, and a density increase could follow from July 2027, so mailed printed marketing collateral could see two increases next year. Add a 4.5% cushion to every mail line, and hold off on final sign off until you've seen what USPS actually files for January.

Design Printed Marketing Collateral for Tactile Postage Discounts

The design brief decides whether a mail piece earns a postage discount. USPS's Tactile, Sensory and Interactive Promotion covers letters and flats with specialty inks, coatings, textures, scent, or interactive folds, and in 2027 it pays 3% at the basic level and 5% at the advanced level from January 1 through June 30.

Adding a scented varnish to printed marketing collateral after proofing delays the mail date, and the window still closes June 30. Write the finish into the brochure design brief now, and have your printer check it against the promotion rules before files go to press.

Measure Every Mail Piece Against USPS Size Limits

The size of a mail piece sets its USPS price category. USPS prices letters and flats separately, and a mailer that exceeds letter limits in any dimension prices as a flat, which costs more to send.

Letters top out at 6 1/8 by 11 1/2 inches and 1/4 inch thick, while flats run up to 12 by 15 inches and 3/4 inch thick. Ask your printer for USPS size templates before flyer printing or mailer design starts, and save oversized formats for campaigns that justify the postage.

Hand Promotion Registration to Your Print Partner

Postage discounts depend on paperwork as much as design. USPS requires mailers to register for each promotion through the Business Customer Gateway, and the mailer claims the discount in the electronic documentation it submits. Direct Mail Discovery even pays a separate 5% credit to whoever files it.

Look for custom printing services that cover the full job; Oliver, Inc., for example, lists printing, addressing, inserting, and postal logistics in its direct mail work. Have your printer confirm eligibility before you approve the first proof.

Check Direct Mail Discovery Eligibility Before February 15

Brands new to direct mail marketing have the largest 2027 discount available. USPS created the Direct Mail Discovery Promotion for new Marketing Mail senders, and early guidance limits it to companies that haven't mailed in the past two years.

It takes 40% off Marketing Mail letters, up to 5,000 pieces per mailing and 100,000 total, from April 1 through September 30, 2027. Brands that have only used physical marketing materials at retail or trade shows may qualify. Confirm eligibility once USPS publishes full rules, then plan a spring test mailing.

Spread Printed Marketing Collateral Spending Across 2027

One large spring print order drains the budget before your team schedules Q4 mailings. Brochures, presentation folders, and other brand collateral don't depend on postage. Print them in the first quarter.

Mail pieces belong in the promotion windows: Tactile runs January through June, and Integrated Technology pays 5% for any six consecutive months in 2027, with registration opening November 15, 2026. Put every piece of printed marketing collateral on one calendar, mark each discount window, and reserve part of the print marketing budget for Q4.

Postage for 2027 could change in January, July, or both. The biggest discounts reward choices your team makes during design, so teams that price, design, and time their printed marketing collateral around those dates keep more budget for the mail itself.
