Getting to the Arbiter takes some progression through Fortress content. After completing your first tower, you can continue exploring the Fortress and look for the Enigma Chambers connected to the encounter.

• Obtain the necessary Crisis Fragment quest items.
• Continue through the Burning Monolith progression.

Flameblast Hallways deserves particular attention. Faint lines appear across the arena and indicate the safer path. When the opening appears, use a dodge roll or Blink rather than trying to squeeze through at the last second.

The Arbiter is much easier once you stop treating every attack as something that needs to be outrun. Watch the arena, identify the safe area, and move with purpose. It is usually better to lose a few seconds of damage than to stay in place and risk taking a lethal hit.
