Cloud computing is becoming an increasingly important component of digital transformation as businesses and public institutions look for scalable infrastructure, flexible computing resources, and more efficient ways to manage data and applications. In Türkiye, growing interest in cloud technologies is being supported by digitalization initiatives, expanding data infrastructure, cybersecurity priorities, and efforts to strengthen domestic technology capabilities.

A recent study by Markntel Advisor states that the Türkiye cloud computing sector was valued at USD 3.32 billion in 2025 and is projected to grow from USD 3.64 billion in 2026 to USD 5.98 billion by 2032, registering a CAGR of 8.63% during 2026–2032. The market’s development is being influenced by digital transformation initiatives, growing enterprise technology adoption, data-center investments, cybersecurity requirements, public-sector modernization, and increasing demand for scalable IT infrastructure.

Digital Transformation Supports Cloud Adoption

Cloud computing can help organizations access computing, storage, networking, analytics, and software resources without maintaining all infrastructure internally. This flexibility can be particularly useful for businesses seeking to modernize IT environments while managing changing workloads.

Türkiye’s Medium Term Program for 2026–2028 specifically encourages businesses to adopt cloud-computing technologies as part of their digital transformation processes. The official Medium Term Program also identifies digital infrastructure and technology adoption as priorities for improving business capabilities.

Public-Sector Cloud Plans Create Momentum

Cloud adoption is also being considered within Türkiye’s public sector. Government institutions have historically operated their own data centers and IT infrastructure, but public cloud strategies are intended to improve efficiency and provide access to newer technologies.

Türkiye’s Cybersecurity Directorate states that the Public Cloud Computing Strategy aims to reduce infrastructure costs, improve public-service quality, and strengthen the local cloud-services ecosystem. The official Public Cloud Computing Strategy also outlines certification criteria and a migration guide for public institutions moving toward cloud environments.

Such initiatives can create demand for secure and compliant cloud infrastructure.

Data Centers Become Strategic Infrastructure

The expansion of cloud services depends heavily on reliable data-center infrastructure. High-capacity facilities are needed to support storage, computing, artificial intelligence, analytics, and other data-intensive workloads.

Türkiye’s Ministry of Industry and Technology has identified large-scale data centers offering cloud services as a priority area under its HIT-30 High Technology Investment Program. The HIT-Data Center initiative emphasizes secure, high-capacity infrastructure capable of supporting cloud services, AI workloads, and future digital technologies.

This focus can strengthen the foundation required for broader cloud adoption.

AI Increases Computing Requirements

Artificial intelligence is creating additional demand for high-performance computing, storage, and data-processing infrastructure. Organizations deploying AI applications require scalable resources capable of handling large datasets and computationally intensive workloads.

Türkiye’s 2030 Industry and Technology Strategy identifies cloud computing as a strategic priority within digital transformation. The strategy notes that cloud infrastructure can support data-driven decision-making, AI, cybersecurity, data analytics, and large-scale data processing across public and private organizations.

As AI adoption expands, cloud platforms can increasingly serve as an infrastructure layer supporting these applications.

SMEs Gain Access to Scalable Technology

Small and medium-sized enterprises can benefit from cloud services because they can access computing resources without necessarily making large upfront investments in physical infrastructure.

Cloud-based applications can allow SMEs to use business software, storage, analytics, cybersecurity tools, and collaboration services through flexible subscription or usage-based models. This can help smaller organizations adopt technologies that might otherwise require substantial capital expenditure.

Türkiye’s government has specifically identified SMEs as an important focus for digital transformation support, creating opportunities for cloud adoption across a broad business base.

Cybersecurity Remains a Priority

As organizations move workloads and data to cloud environments, cybersecurity becomes a critical consideration. Businesses and public institutions need to evaluate identity management, access controls, encryption, monitoring, compliance, and data-protection requirements.

Türkiye’s Public Cloud Computing Strategy includes cybersecurity and service-quality criteria for cloud-service providers serving government institutions. This demonstrates that cloud expansion is being considered alongside security and operational requirements rather than as an isolated technology transition.

Domestic Capabilities Gain Attention

Türkiye is also focusing on developing domestic technological capabilities. Local cloud infrastructure and service providers can contribute to national digital resilience while helping organizations address data-security and regulatory considerations.

The government’s technology strategy emphasizes domestically developed cloud solutions and stronger local capabilities. Developing a broader ecosystem of cloud providers, software developers, data-center operators, and technology specialists can support the long-term expansion of cloud services.

Connectivity Supports Wider Adoption

Cloud computing depends on reliable communications infrastructure because users need continuous access to applications and data hosted remotely. Expanding broadband and mobile connectivity can therefore support cloud adoption among businesses, public institutions, and consumers.

Türkiye’s Medium Term Program includes nationwide 5G rollout plans alongside expansion and upgrading of high-speed internet and fiber infrastructure. Better connectivity can improve access to cloud applications and support data-intensive services.

Hybrid and Multi-Cloud Approaches Expand Options

Organizations may increasingly combine different cloud environments according to workload requirements, security considerations, and operational priorities. Hybrid approaches can allow businesses to retain certain workloads on private infrastructure while using public cloud resources for scalable applications.

Multi-cloud strategies can also reduce dependence on a single provider and allow organizations to select services according to performance, cost, geographic availability, and compliance requirements.

Digital Services Encourage Cloud Usage

Cloud computing can support a broad range of digital services, including enterprise software, online collaboration, data analytics, e-commerce, customer-management systems, cybersecurity, and AI applications.

As organizations digitize more business processes, the underlying requirement for flexible computing infrastructure can increase. This creates opportunities for cloud providers to offer specialized services rather than basic infrastructure alone.

Investment Strengthens the Technology Ecosystem

Recent government initiatives indicate increasing attention toward data centers and AI infrastructure. Türkiye’s Investment Office reported in 2025 that Turkcell and Google Cloud planned Türkiye’s first hyperscale regional data center, with a combined investment commitment of USD 3 billion. The official investment announcement described the facility as supporting AI, data storage, cybersecurity, and cloud services.

Such investments can strengthen the infrastructure available to enterprises and encourage further development of Türkiye’s digital ecosystem.

Future Development Remains Digitally Focused

Türkiye’s cloud computing market is developing alongside digital transformation, public-sector modernization, data-center investment, AI adoption, cybersecurity requirements, connectivity improvements, and efforts to expand domestic technology capabilities. The increase from USD 3.64 billion in 2026 to USD 5.98 billion by 2032 indicates continued opportunities across infrastructure, platforms, applications, and cloud-enabled digital services.

Future development is likely to remain connected with scalable computing, secure data infrastructure, AI workloads, hybrid cloud environments, public-sector adoption, SME digitalization, and domestic cloud capabilities. As organizations increasingly shift toward data-driven operations, cloud infrastructure is expected to become an important foundation for Türkiye’s continuing digital transformation.
